what does this sign mean??
I am not permit holder, can I park? which hours? for how long?
PS: trully, am I dumb for not being able to tell if I can park betweek 1.30pm-2.30pm only, or if I can park anytime apart from 1.30pm-2.30pm?

    No you must have a residents permit to park between 1.30 and 2.30 pm. The other 23 hours are OK.

    It must also be a zone area which is the "U" and "P" bit.

    There is normally a reason for a specific time restriction.

    It needs a little care in interpretation.

    If it is a standalone sign, and is not within a wider Controlled Parking Zone, then it means that people without a permit can park at any time OTHER than 1:30-2:30 Mon-Fri. (Authorities often do this to prevent all-day parking by commuters/other working taxpayers, whilst minimising the cost of enforcement).

    If it is within a Controlled Parking Zone, then the parking restrictions are a combination of the two.

    They are normally geographical zones that the local passes are valid for.

    Whatever the reason locally happens to be. In this case, the most likely reason is to prevent all-day parking without committing to all-day enforcement. Or it could be to encourage short duration parking for shoppers, whilst preventing all-day parking.

    Yes usually these are found in areas where people work. So it's to stop people parking there at 8:30am and coming back at 6pm, leaving no parking for the residents. By having such a small restriction it minimises the impact on customers or residents.
    If it was an area with serious parking problems, like near a railway station, the restriction would usually last all day.
