Is there an age limit on opening a Paypal account? ie. 16 or 18 years

And do you have to register a bank account or can you just use it to send money to another Paypal account?

Yeah i have had a look on the site (i already have an account myself, am asking for a young friend) but cant see anything that states an age limit
