This is another area where the Mondeo falls down.
On my car, if I leave the handbrake on full-strength, such that it will stop the car rolling down a hill, the rear calipers *will* seize shortly afterwards. Even when replaced.
It seems to be a problem with these cars. So much so that I generally leave the car in gear rather than with the handbrake on if the road is level. Even on a bank I'll leave the car in gear as well, and *hope* the stupid calipers don't lock up again.

I think most people would "assume" that the handbrake hadn't been applied correctly as the car had moved slowly down the hill
As there was no mention of a fault, or that the handbrake needed repairing after the incident, it seems obvious the the brake had not been applied correctly. As it was parked on a hill, would it not have made sense to leave it low gear / turn the wheels into the kerb?(quote: very slowly, took about half an hour)
Failure to do this is simply negligence by the driver.0
