Should companies verbally tell you their %?

So, my husband did a ppi claim through a claim company. They did not verbally tell him their percentage (39%!!!), but it was on the paper work he signed. I know it is his fault, so please no comments on that, but my question is, should they have told him on the phone?

Does your husband normally employ people without asking how much they will cost?
Does your husband normally sign contracts without reading them?should they have told him on the phone?
They are claims companies. They will tell you that the world is made of chocolate if it got you to sign up.I am an Independent Financial Adviser (IFA).
