Possible stolen cheque

My wife has been waiting for a cheque from the council for their share of roof repairs on a (vacant) flat she has been doing up. On contacting the council yesterday, she was told that a cheque had been issued to the flat address two weeks ago, followed by an e-mail today that not only had it been issued but also cashed.

Due to holidays we haven't been near the flat in the last fortnight, and only an estate agent has another set of keys. We will be going tomorrow to check for any mail and/or sign of illegal entry.

Obviously if there has been a break-in then we will contact the police, but my question is if nothing seems untoward, is it up to us to prove non-receipt? Or the council to prove delivery?

    Whether anything seems untoward or not is irrelevant because clearly something IS untoward, the cheque has been stolen and (somehow) cashed. Report it to the police is the key thing to do.
  • Thanks. Wasn't sure if we should involve the police with only the councils word for the issue and cashing of the cheque.

    Thankfully didn't , as we went over tonight and the envelope including cheque was lying unopened on the door mat. Not sure where the council pen-pusher got his info from but it was obviously wrong and caused my wife a lot of stress.
