From the person being fined's perspective I think it would as it would indicate that the council was applying a fine when the pay was "inadequately signed".

Common sense and basic logic indicate that the present system is severely flawed.
Councils' default is to refuse a badge. Those without the required skills to fight their cause lose out.You never know how far you can go until you go too far.0 -
That is a sweeping statement it may be your council but it is certainly not others, I was issued with a Blue Badge without any problems by my council when I applied as they obviously considered my application was valid and I was in need of one.Councils' default is to refuse a badge.0 -
