Planning permission: Internal reorganisation of flat

I am hoping to reorganise my leasehold flat internally to make better use of space and create an extra bedroom.

The freeholders seem to think that because it's in a conservation area (not listed building) that I need planning approval. Lambeth Planning say not so but tell me I need a paid pre-planning meeting if I want it in writing! Does this sound right?

Go with local authority advise is your best course of action, Anyone else is this instance is really irrelevant….

I don't know if this is correct but it seems reasonable you would have to pay if you want a written opinion on a specific case. Surely they must have general guidance on what the restrictions are in a particular conservation area though? I think what you need to know is what "Article 4 Directions" apply in the conservation area you live in.
