Council Tax Claim Wrong... No Refund - Help Please

Hello Everyone,
First post so hope I’m doing everything right... My mum had a meeting today with Welfare Rights, they have informed her that she still has me down as a non-dependant on her council tax claim even though I moved out over two years ago, and she contacted the Leeds City Council Tax office to inform them at this time (I also contacted them and have been paying council tax on my own property)
She since spoke with someone from Leeds City Council who has advised that because the benefits department was not also contacted no back payments can be refunded. Does this sound right?

How many renewal forms have been submitted since you moved out?0

I have definitely fill in more than two, so I would presume they send one per year.0

Although you fill in two for your own property, you need to be sure that your mother has filled them in for her property.
Unfortunately the burden of proof is on your mother to prove that she notified the council that you had moved out, either at the time or through renewal forms. The fact that you registered your new property is not necessarily enough (although it would appear logical that you cannot live at two properties at once!).
