He wouldn't know if it needed repairing if it's never been emptied!
There was some legislation a few years ago (2010?) about requiring a septic tank to be officially registered. I believe the obligation has been cancelled since, but I wonder whether he thinks if he calls it a Cess pit it will hide the fact that he hasn't registered his system?
An average Cess pit would be emptied every 4-8 weeks depending on how many people live in the property. Enough capacity for 18 years? Not very likely.0 -

We've got a septic tank, great things, we've been here 23 years and had it emptied twice, works well. All toilet waste, plus grey water from the house goes down there- as others have said, only use bleach etc that is septic tank friendly (not difficult to get) They work better full (lots of bugs doing their job)
On an even more positive note, it's saved me a fortune in water rates, we only pay about 20% of the normal water rates.
Don't worry about it, by choice, I'd have a septic tank over mains drainage

Where I grew up we had a septic tank. It wasn't huge, and was emptied about every ten years. It is very old - a big concrete tank with concrete 'sleepers' on top that you have to lift off to check it.
My folks use bacteria bombs just to keep it happy - not all the time, but you can tell if it's not working perfectly (there have been times when septic-tank unfriendly cleaning products have been used in error, so bacteria bombs just top up the system.)
