UKPC Resident Ticket

Hi All!

I live in a residential area where the parking is managed by UKPC. I've had to park without a permit for a small while while I wait to receive it from the property management company via my landlord, with some delays along the way.

During this time I have received 3 Parking Charge Notices from UKPC for not displaying a permit.

I'll admit that I could have been a bit faster getting the permit sorted prior to getting my car, but I didn't expect such delays between the management company and my landlord.

Does anyone have any experience to suggest that it'd be worth appealing these based on me already being a resident and working towards sourcing my permit, or would it not be worth it?

Thanks in advance.
Chris

What does your AST/TA say about car parking? Exact wording please?
You never know how far you can go until you go too far.
  • Yes, of course you appeal. And as UKPC will probably reject your appeal, you can cost them £27 a go appealing to POPLA, where you will win.

You need to read the NEWBIES sticky thread to understand the process and the appeal points.

You should also go in HARD with the management company. It is they who have brought in UKPC, and it is they who are being inefficient with the permit. Therefore insist in the most forceful manner that THEY need to sort this out. They do have the ability to get the tickets cancelled, but tend to be lazy/reticent/greedy about it (they may be getting a kick-back on tickets).

Longer term, of course, you should look to getting yourself out of the permit system by telling the management company and UKPC that you have no intention of participating in their unlawful scheme, and can get lost. Just do a search in this forum for terms like "own parking space" and you'll find loads of similar instances.
  • Thanks for the help. I will email the management company with a complaint about the time it took to get a permit sorted and see where that takes me.

I have read the Newbies thread - shall I await my 3 NTK's before proceeding down the UKPC/POPLA route then?

    Thanks,
    Chris
  • Also,

UKPC manage the parking at my estate and also the retail park that I live near - I believe that it's all part of the same land owned by Intu/QIC as I'm on a private/unadopted road. I will still see what the management company of my property has to say as it may be a separate agreement.

The advice is to appeal each ticket as keeper separately around day 21 rather than wait for the NTK. The reason is that if the PPC gets an appeal they may forget to send the NTK which means you get a win handed to you on a plate for non-POFA compliant NTK.

Use the appeal template in the NEWBIES thread exactly as it is. Make sure you don't miss the appeal deadline and don't reveal who was driving. Do this as well as complaining to the MA.

Three tickets, very well done. They haven't a hope in hell of getting a penny back and each PoPLA appeal costs them £32+ and the BPA over £100.
You never know how far you can go until you go too far.
  • Thanks for all the advice. I have dates to send the appeals ready to go. The management company have also replied to my complaint asking for ticket numbers to look into.

Will keep you updated. In happier news my permit arrived today..

Good work. Send the appeals irrespective of what the management company say. It's not over until the PPC tells you in writing that it is over.

Are you going to tell the MC you don't want their permit so you can carry on costing the PPC money? We could still do with knowing what your lease/rental agreement says.

Tell your neighbours about this site in case they get ticketed as well by these scammers. Another poster has done just that and several people have joined the fight on his/her thread.

Also, bring your landlord up to speed. If the AST grants you "quiet enjoyment" he/she has a responsibility to see that you are not hassled by the MA's poodle.

  • I'm looking into the tenancy so will let you all know.
