Ticket issued by Corporate Services (Parking Management) at Halo Leisure, Hereford

Hello All
On holiday, my 77 year old dad parked in the Halo Leisure Centre car park in Hereford and, thinking it was a free carpark (I know..doh! but 77 and etc)..he rushed off to do what he does.
He returned to find a PCN had been issued by Corporate Services (Parking Management).....and showed me the ticket:
Offence: Parked without clearly displaying a valid ticket...ticket then states "if you do not agree with our decision we will supply you with a verification code to submit an appeal to POPLA".
My Dad remembered a similar thing had happened to me...but the car park did not have any Pay and Display machines..just a camera at both entrances and the usual signage...so he just called me.
I said I'd check it out with you guys and we'd go from there.
I will be following the necessary procedures to log an appeal but wanted to double check that we're on the right track and stand to win the appeal.

Told him to start the ball rolling by emailing them..stating he disagreed with the pcn and asking for the verification code to submit an appeal to popla....then I was going to draft a similar letter to the template in which we state that the 45 pounds requested isn't a figure that is reasonable or proportionate to the action of parking on private land. Etc0 -
Landowner complaint = complain to the landowner, the leisure centre.
Read the Newbies thread to see exactly what to do. Don't let him rush into emailing them because he'll probably give away who was driving.Je suis Charlie.0 -

You had better contact him quick and tell him to belay that. Read the Sticky thread for NEWBIES before you do anything.

Do you mean there were no P&D machines where your Dad parked, or no P&D machines involved in your earlier case that he remembered?
As far as I can gather from him and the photo of the ticket he sent me:
The Leisure Centre is private land.
It has pay and display machines.
He was rushing and didn't see the machines, but returned to find a pcn issued and attached to the windscreen from on Corporate Services (Parking Management).
He has two weeks to reply but is now panicking and saying he'll pay because the deadline date is up on Friday for paying half (£45).
...it's made doubly difficult because he delayed telling me, plus I'm in London and he lives in Lancashire.
I've sent him the http address for the Newbies sticky but he's 77, barely computer literate, panicks and isn't a great "communicator" at the best of times.
Hopefully he'll read the thread..I'll do the same and we'll get it sorted by Friday.

You read up as Fruitcake says - everyone needs to understand these scumpanies and their m.o.
Tell Dad about it later, when your/his/the POPLA appeal succeeds.
You can ring Halo Leisure, complain strongly and politely, ask for landowner details. Do same with them.

You need to read the stickies several times and learn to search the forums.
Post any draft for proof-reading, mindful of deadlines, then wait for a successful appeal reply.

Just checked Halo Leisure - multi-sites, most with proper landline no's i.e. no loaded call costs.
