Thanks. I have emailed them for a final time to request the remaining 10%. If they don't agree then I will be writing to my credit card company to request a chargeback for the outstanding amount.

Don't bother with a letter to the CC co unless they ask for one. Ring them first and they'll probably send you a form.
You do not need to exhaust all avenues with the retailer before doing this.

One would hope that the card company would handle a request for a chargeback properly, but it may be best for you to specifically ask for a Section 75 refund. Chargeback is something different.
