I had a finance agreement with VW Finance and applied to them for PPI compensation. I have received a reply saying I should direct this to the dealership, is this correct?

Yes if it was sold to you at a dealership.
If it was sold before Jan 14th 2005 they can dismiss your complaint. If the dealership has shut down, your complaint is over.Non me fac calcitrare tuum culi0 -
Thanks, dealership is still trading so I'll direct to them now.0

The reason you complain to dealer is that you are complaining about the sale of the product. Not the product itself. The finance company didnt sell you the product. The dealer did.
Most dealers were not regulated until January 2005. So, they can reject pre-Jan 2005 sales as being pre-regulation.I am an Independent Financial Adviser (IFA).
