re. rough approximation for rear garden makeover for terraced house.

I have a small 25 ft garden with no side or rear access. I want to get rid of the poor quality grass area and replace it with paving, perhaps combined with another more practical surface at 1 end. I would also like a small shed and some raised flowerbeds. I want to make it more like a town garden.
I intend to get quotes but don't want to waste the time of garden planners if my rough estimate is inaccurate.
Would like to hear from anyone who has had something similar done. Was the price range in the 4-6K or was it a lot more? Friends have suggested widely differing figures to me.
I am in East London Any recommendations of a particular firm would also be welcome.

I've recently been quoted ~ 1700 for paving or block paving of approx 22sqm
