Urgent - Parking Eye Notice - Aire Street, Leeds

Hello,
Recently had to use this carpark. Arrived at 07:40 am, parking signs mention all day for £3.50/£4 I think. But machine would only accept a minimum of £5.50. Now seems I was being made to pay the 6pm-8am overnight fee.
As such, I've actually overpaid for the parking I needed but was simply unlucky to turn up 20 minutes too early.
Edit: Also the PCN arrived 19 days after the event. The car is a lease car and the PCN does mention that they contacted the owner and got my details. Should I ask them to prove that they contacted them within 14 days?
I've read the stickies but should I mention this when challenging?

the lease company are supposed to contact the RK within 14 days, the lease company then name the keeper of the car (hirer - you) and then you are issued with an NTK , preferably within 14 days of them being told the keepers details , which seems to have happened
just appeal it in the usual manner using the template from the NEWBIES sticky thread, but not naming the driver, appealing as keeper, like the template says0
