Vanquis Card cancel

Today I was stopped on the street by one lady of vanquis card. I didn't want to be rude so she made the card, the thing is she want me to talk with them on the phone but their call centre was busy so she told me they would call me in 30 minutes that never happen. Does anybody know if the card is active or it will just be activated after I speak with them?
Anyway I don't want it I am going to cancel itit
