working tax credits.

Last year our income was just over 25000. This year we have dropped to roughly 17500 as my husband isn't working and is claiming ESA. According to the tax people we don't qualify for working tax credit and only get 35 per week child tax. Is is right? When I've used their calculator it tells me we should be entitled to 5500 over the year.

I'm working 40 hours but this is going to change to 30, not sure when. The bloke I spoke to said that it didnt matter on how much my income has decreased and that there's nothing I can do until the next renewal and that if they do then owe me they well only pay for 31 days.0

He basically said they go off last years income.
My income could be lower still depending on when my hours change.
Not sure what else I can do. I've spoke to 3 different people form the tax credit office who have all told me the same0
