If you mean franking,if its the 2nd time the stamp is used then the date means nothing.0 -

Yup but for an APL to be chargable it would need the date removed.
Alongside the paid postage.
Which wouldnt really leave any APL.
IME APL items are straight through items.
It is assumed the postage paid is correct by revenue protection.
