Should/Can I still appeal?

Hi all,
Posting on here on behalf of someone who has received a PCN.
-The original PCN was received in the post less than a week after the date of the 'contravention' which occurred on the 14-06-15 in Norwich (issuing company is NPE).
-The person(s) concerned did not read or respond to the initial letter stating a PCN had been issued and on the 21-07-15 another letter, that I believe constitutes a NTK, was received. This too was unopened and unread.
-The letter states that "failure to provide the owner/driver details within 28 days of this notice (21-07) will result in a fine increase to £150 plus costs." however it makes no mention of any appeals opportunities.
Here we are on the 08-08-15 and I've been asked to seek advice from you kind people.
So I'm basically wondering if any appeals process is still possible or should the people involved just continue to ignore the letters and wait on the debt recovery or court action?
Thanks for any advice.
Kind regards.

try the appeal template, nothing to lose by doing so
they may say its "out of time" as there were 28 days to appeal an NTK received in the post
stupid of them to ignore if the original notification was an NTK in the post (with no initial windscreen ticket)
plus there are 2 NPE companies, important to know which one it was (I assume Norfolk seeing as it Norwich)
I doubt that letter has the word "fine" on it, I think you made that part up
they are invoices, not "fines"0 -
Busted, I lied about the word fine
must have been feeling creative when I wrote that first post.
The letter is actually well written and doesn't seem to make any of the wording mistakes you would hope for.
It is indeed Norfolk Parking Enforcement Ltd. and the site was the Dereham road shops that have caught a few people on this forum out before.
I know it was extremely stupid of them to ignore it for so long, but having pointed that out several times (loudly) I was told to shut up and be helpful.
I'll try an appeal to the PCC although I imagine they'll tell me it's far too late. Assuming that they aren't forthcoming with a POPLA code (I guess they're under no obligation to provide one since the time has elapsed) what would be the next step?0 -
there is no "next step"
appeal and popla appeal were the 2 "next steps"
assuming appeal fails and no popla code comes , its 6 years of hassle and possibly court (they have 6 years to issue a court claim)
the PPC is now in charge, for the next 6 years, due to this third party ignoring the papers0
