UKcps not registered keeper

Hi all,
I have read the Newbies section and many other forum posts around this.
I received a PCN on 15/07/15 and immediately came to this site for some excellent advice, but I am still unsure as how to proceed as I am not the registered keeper of the vehicle - my partner is.
I saw the part with an asterix on the Newbies section, but when I looked at that section it just advises if it is a company, lease or hire car, and it is not - just in my partners name.
My question is, do I still wait for the NTK to arrive in my partners name before sending the 'soft appeal' email to UKCPS (which i know will be immediately rejected), or send it now?
I have also drafted a more lengthy letter requesting photo's, what involvement they have with the land owners and copies of the contracts that they hold etc.
At which stage would I send this letter as I feel this would have more sway than the soft appeal letter.
Also, I don't know if it makes any difference, but when I returned to the car the Parking Thief was still writing my ticket out and taking photo's as I was driving away (I assume with me in the photos - not the registered keeper). He asked if i wanted to take the PCN or if he would just leave it resting on the windscreen - i did not take it from him.
Many Thanks

As far as I can recall, the NEWBIES thread tells you to appeal as keeper at about day 21. The reason is that that is roughly the time the PPC will be thinking of drafting the NTK, but may forget if they receive an appeal thus any will be non POFA 2012 compliant.
Waiting for the NTK and then appealing as keeper is still an option as it may still be non compliant, but if a NTK never arrives it is definitely non-compliant.
UKCPS are with the IPC so you are dealing with a bunch of scammers with a kangaroo court as an "independent" appeals trade body. UKCPS will most likely reject your first appeal no matter what you do, so I personally wouldn't expend too much effort on the appeal.
The most important thing is to do a first appeal within the appeal deadline. Doing it before the NTK arrives may give you an advantage. Don't admit who was driving, just use the appeal template exactly as it is.I married my cousin. I had to...I don't have a sister.
