Electricity cost - mini oven or main cooker?

I've recently got a new cooker that has a double oven. The top oven is small (it says 31 L). I also have a mini tabletop oven which is 18 Litres but is much less well insulated. I'm wondering which would be the cheaper option to use as I'll mainly be making small meals.
I've been reading the manual for the new cooker and it says the small top oven uses 0.65kwh/cycle. I have no idea what a cycle is. I haven't got the manual for the mini oven as we bought it about 15 years ago.
Any advice appreciated.
