A driver took the wife to her appointment at the anti-natal clinic on Monday (now 41 weeks into the pregnancy) and returned to the car to find a nice present from Parking Solutions 24 under the wiper of the car.
Basically a £60 charge for no permit. Well, they have used the car park from day 1 and never saw any signs until after the notice issued. The sign on the entrance has been attached to a post and both sides have snapped off leaving just the central part of the sign, the same width as the post (if that makes any sense!). They took a photo of the sign just incase.

Anyway, an appeal letter was sent as the keeper of the vehicle from this site along with a copy of the photograph of the sign.

The cheeky beggars relied with this:
"Thank you for your email.
If your email is in relation to a Parking Charge Notice appeal ("PCN"), please be advised that if you have not included your:

PCN Number, full name, contact telephone number, email address & full postal address, we will be unable to log your appeal. You will also need to confirm whether you were the driver of the vehicle at the relevant time, the registered keeper of the vehicle or a 3rd party representing either the driver or the keeper.

Please forward us this information at your earliest possible convenience. In the absence of this information, your PCN will not be placed on hold and the matter may escalate.
In the event that you have provided all of the details above, please allow up to 14 working days for a response to your appeal.
Your appeal response will either be sent to your email address or to your provided postal address."


I have replied just confirming my PCN number and told them I will NOT be supplying any further details as their appeals procedure makes no reference to these "additional details".

Is this a common ploy just to try and get me to identify the driver?

I will try and keep this thread updated with any outcome or ask for advice.

    without identifying the person who is actually appealing (even if its not the driver) they are within their rights to refuse it, as it should have a name and address as well as the pcn number

    they always try to identify the driver, which if you had given them details would mark you out as the driver

    clearly you did not read the newbies sticky thread properly, because you are supposed to appeal AFTER DAY 21 if they are members of the BPA or the IPC, not bothering at all if they arent

    the trick is always to appeal as keeper , with name and any suitable address, plus pcn number , at the correct time, never identifying the driver

    impatience always kills the people who get these tickets, they always want to put things right asap, shooting themselves in the foot at the same time

    if you wait long enough, they will try to get RK details from the dvla, then they know who they are dealing with and an address too

    these PPC,s are not the sharpest tool in the box, but your lack of reading the newbies thread properly is going to bite you on the rear unless you wise up soonest

    so read it again, and see what it actually says, what it actually tells the KEEPER to do (not the driver)

    I dont see anything cheeky or wrong with their response , strange as it may seem

    meanwhile, get on to PALS at the hospital and get it cancelled asap

    Are you saying that I should supply them with the details requested (apart from the driver) or do nothing and re-submit the appeal on day 21?

    I did tead the newbie section but there was a recent post which suggested appealing sooner rather than later.

    you should either submit a KEEPER complaint after 21 days by snail mail, or if they allow other forms of appeal like email you send it around day 25 , the point being it has to arrive by day 28 but you have rushed into it

    or in theory no appeal at all and wait 29 to 56 days for the NTK and then appeal it, but be warned that some dont do this and involve the debt collectors instead, hence the timed appeal after day 21

    a name plus serviceable address, plus pcn number should also be given, like they stated

    do not name the driver nor infer it, as KEEPERS have more rights than drivers

    keep reading that newbies thread until it sinks in, as you are new to this and newbies make mistakes, like you have done, learn the differences between keeper and driver, dont rush and dont hand them info on a plate either

    so its learn the rules of the game now you are picked to play in it , I understand the indignation at the charge, but they know the score better than you

    you should currently focus on getting the landowner to quash the ticket, ie: PALS (eg:- get those that employ the contractor to cancel it)

    at the moment you are like a fish out of water, so learn the score , wise up and get it cancelled, but also follow the correct appeal timeline so that you can put in a good popla appeal and get it quashed there too, ie:- a two pronged attack

    also bear in mind these companies read forums and take screenshots, so you should not be writing stuff like in post one

    in other words, a driver took your wife to the hospital, a driver parked the car , etc , as it says in the newbies sticky thread etc , no "me , myself or I" in what you write when dealing with legal matters (assume I was driving)

    I have recieved another e-mail this morning which I read as they will not accept the appeal without the further information so I take it that I can just re-submit the appeal by e-mail after the 25 days with the information they want?

    The e-mail I recieved is as follows:
    Dear Mr XXXXXXX

    Thank you for your recent email, the contents of which have been noted.

    In order for us to log your appeal we require your full name & correspondence address. Once we are in receipt of this we will be able to deal with your email accordingly.

    Without the information required we will not be able to log your appeal and this may result in the balance increasing or in the matter being referred to our appointed debt recovery agency.

    Please provide the information requested by the 17/08/2015, so that you do not lose the opportunity to pay the reduced amount.

    I noticed that the company responding to the e-mail are PCN Parking Solutions not the company issuing the notice, Parking Solutions 24.

    they will always attempt to get drivers details, plus this could be the debt collectors replying as a "back office" for the PPC

    this is why you should submit a keeper appeal after day 21 , preferably using a different email address for yourself (open a gmail one or whatever for the purpose) and then you have severed the connection for now

    add pcn number, name and a serviceable address (doesnt have to be your own address) , do not mention driving, nor who the driver was

    only a driver would be foolish enough to reply in the first 3 weeks to a windscreen ticket

    ps:- post 1 still needs more editing, please read it and then edit it accordingly (after ANYWAY)
