car insurance quotes on different sites, all different!

I am currently searching various sites for car insurance for a car that im looking to buy this week.
I have put various different situations in, one with me on my own with a provisional, then with me with a full automatic licence (hopefully this will be true in 2 weeks!), then the above scenarios with additional drivers on who are more experienced. Im keeping track of the amounts and the quotes for each situation and Im finding that on different sites, the same situation, costs different amounts for the same company. Ie, on confused.com, Norwich Union for one scenario, costs £473.09, then on !!!!!!!!!!!!!! the same quote for Norwich Union using the same info, comes back as £462.00. RAC and quinn direct are also different, i havent even started looking at the other companies yet to compare!!
Does anyone know why this is?

Different brokers take a different commission from the provider. Plus brokers negotiate terms that they can offer which will be different from other brokers.

Because they dont rebate as much commission. Just as IFAs can be cheaper than providers when selling pensions or investments.
