@ChrisJJ - surely this is one for your Mother's Housing Association to deal with on her behalf.
Are you sure? It appears to be the person who has contracted with the electricity supplier, landlord or tenant as the case may be, who has responsibility. The same person can also make supplier choices and meter choices. I agree that the Housing Association should assist.I have osteoarthritis in my hands so I speak my messages into a microphone using Dragon. Some people make "typos" but I often make "speakos".0 -

I am only suggesting that this is a Housing Association problem as it arranged for the PV solar installation. Their chosen installer needs to check all the meters which may be going backwards.This is a system account and does not represent a real person.
