No signature from seller on V5C - everything ok?

In short, a relative of mine went on a 160 mile round trip today to buy a car. I was supposed to go with them but couldn't go in the end.
They've got back & i go to help with the taxing of the car. They say the seller said they're leaving the tax on the car.
The first lot of alarm bells start ringing.
I explain the new tax situation & all they do is keep arguing that the seller said they'll leave it taxed.
So i ask for the new keepers suppliment anyway & we'll tax it online now.
They have the entire (wrong) side of the V5C - where you're supposed to fill out your details, you both sign the declaration & then (usually i guess) the seller sends this off.
I ask why they have this - especially as it's not filled out.
They tell me the seller said that they're to keep hold of it (and i quote...) "until the tax runs out" and "then send it off".
My relatives details aren't filled out & no signature is on the bottom.
BUT (& here's the annoying part which has made me tell said relative i'm not dealing with them tonight after they're constantly saying i'm wrong with everything) ... "the seller must be right as they seemed to know what they were doing with cars"
Almost £8000 has been spent on this.
What is my relative to do now? As surely they can't send this off .... since the seller hasn't signed the declaration.

Sign it for them pp it. The dvla won't check unless of course they've bought a stolen vehicle.0
