How to deal with PCN issued 19 months ago?

I have received a series of letters relating to a PCN. Originally, I was thinking just to ignore it; but now it seems that's not the best advice.

Here's the time-line so far:

16/12/2013 - Issue Date.
*
4/4/2014 - Letter from Roxburghe asking for £160.
15/4/2014 - Letter from Roxburghe asking for £160.
30/4/2014 - Letter from Roxburghe asking for £160.
16/7/2015 - Letter from Debt Recovery Plus asking for £160.

I can post links to redacted versions of these 4 letters, if that helps?

I did look at the newbie thread; but I'm just concerned as it's been so long since we get the initial letter from them.

Please advice what the best course of action would be, given that the ticket was issued around 19 months ago.

* I believe there were some letters sent before the letter dated 4/4/2014, asking for a lesser amount etc; however, seemed to have mis-placed those (will have a look for them).

    Assuming you live in either England or Wales, ignore is not the way to deal with these charges and hasn't been for almost 3 years since POFA 2012 came in.
    They should be appealed against when initially received.

    But as you have ignored the original PCN for over 18 months - you are too late to appeal.

    So all you can do now is -

    either pay it - which no one here would advise,

    OR continue to ignore the debt collector rubbish and wait to see if the original parking company decides to take it further (and they have until December 2019 to decide whether to do that - 6 years from original event)

    So look out for a Letter before Action or actual Court Claim forms issued by the parking company or a solicitors acting for them.

    Have to say though, 'Debt Collector' seems like a bit of a misnomer; as (to the best of my knowledge) it's not yet been established that the £160 is an actual debt. Anyhow, I'll go check out the newbies thread again.

    Since Roxburghe is in administration you might question who does the "debt" belong too.

    It won't be Roxburghe or DR+
