Cardiff council PCN for free parking (didn't display ticket) - ambiguous

Dear all,
Just found a PCN slapped on my windscreen for not displaying ticket.
Parking sign says 2 hours free parking. Or rather 'tarriff- up to 2 hours obtain free ticket'.
As I was in a hurry, I just read it as 2 hours free parking. I have never known of a ticket machine just issue free tickets for whatever reason.
I genuinely kept within the 2 hours but I now realise that obviously it was necessary to get a ticket anyway (duh).
There was no signage to say how the car park was managed.
I guess technically I'm banged to rights but does anyone know if I might have a case for ambiguous or misleading instructions?
