Would I qualify for working tax credits?

Hello all,
Would someone aged 17, earning £132 per week as an Apprentice and on higher rate PIP qualify for Working Tax Credits?
The GOV website isn't too helpful as it says those under 25 can claim if they have a disability, however, it doesn't classify what it means by that and if it is connected to PIP.
The reason I ask about the PIP connection is because for a driving license for a car, it specifically says you may drive at 16 IF you're on higher rate PIP.

You would need to declare your partner's income also - it would be a joint claim.0
