Balance transfer from someone else's card?

Is it possible to transfer a balance from someone else's card? Does the card company making the payment (receiving the balance) pass the cardholder's name to the card company receiving the payment or is it only the card number that's passed over?

    from what i have read on this forum over many years, it is possible and shouldnt be an issue
