working tax credits

hi all, posting for my sister.
She got laid off from her work last month and has been struggling to find another job straight away.
Question is she is thinking about doing avon or body shop.
She would be self employed can she still get working tax credits and help with her rent and council tax.
Also how can she prove her earnings.
