Windows 7 USB problem

I have a Toshiba Satellite laptop running win 7 home which has 2 USB slots
Everything is fine when I only plug in one device eg mouse or flash drive. Whenever I add the second it loses the first device and does nor recognise the second one. I have tried it with both of the above in reverse order with the same result.
I have updated all of the OS and the drivers, uninstalled and reinstalled the ports without it making any difference.
Can anyone explain or suggest a solution???
