Council parking ticket

I got a ticket at a council pay and display car park back in May. I had bought a ticket but it was a windy day and when I got my coat out of the boot the ticket blew from the dashboard onto the front seat.
I appealed immediately with full details and the details of the ticket I bought - I appealed before the ticket had even expired!
Whilst my mitigating circumstances did not fall under the categories allowed, I pointed out that I hadn't deprived them of income and appealed to fairness on the matter!
I've heard nothing since. Except to say that the matter has been referred and is still on hold.
I can't find any info on the council website regarding a time frame in which it needs to be dealt with.
Is it reasonable to just wait?
