Eligibility checker confusion

I have used a couple of the eligibility checkers to see how likely I am to be accepted for a credit card but every time I enter my correct details it says "not rated"?
When I enter my old address (which I've not lived at for over two years) the ratings are shown?
At my current address I'm on the tenancy agreement, pay the council tax, on the electoral roll (for 2 years) and have banks accounts etc all registered here but I'm unable to apply for credit?
Does any one know why I can apply at my old address but not my current address?

Contact the credit reference agencies, check your files and get them to update your information, so experian equifax and callcredit/ noddle.0
