Card payment error-"No liability"

I just tried to make a purchase online, and it apparently went through, with confirmation on both the website and via email. However, a few minutes later I got this email:
I called my bank to ask what this meant (thinking maybe it was declined due to suspecting fraud or something, it was a large amount) and the very nice bloke on the other end wasn't sure what they meant either. The payment shows as pending, so I can't use that money until it goes through and gets cancelled (I think?), and that could take a few days. I tried calling the company, but their phone line had closed about two minutes earlier, of course
I'll give the company a call first thing tomorrow to ask, but can anyone give an idea of what the issue could be? Said company has very good reviews on trustpilot, etc which was a large factor in choosing them. Sorry if this is something obvious, I couldn't find anything when googling, and my bank wasn't able to clarify much.

I regret to inform you that your order has been cancelled.
The reason for the order to be cancelled is due to the payment coming through with no liability.
No liability means that we are not covered by the bank to accept this order.
The payment has been refunded and can take up to 48 hours to show in your account.

My guess is it's something to do with the liability shift by Verified by Visa/Mastercard Securecode:

That looks like it would make sense! I'm still not sure I "get" it though, so if anyone could explain like I'm an idiot (
) that would be good.
The FAQ for "what is 3D secure" says it asks for a password and info, but I've not had to input this before. The (Halifax) screen just appears, it says "processing payment" or something similar, and then it automatically moves on. What could be happening here to cause the problem, and how could I change it?0
