    I think i'd confront my neighbour before going to the Council, it's always best to sort out yourselves if you can.

    You need the council building control officer out.
    The damaged wall is not on and the rubble in the cavity will allow rising damp to climb above the damp course.

    These cowboys need to be stopped before they do anything worse.

    Write to them and tell them they require a party wall agreement and you will be instructing a surveyor at their expense as the act allows.

    Google Earth wall agreement it's under the department of the Deputy Primeminister.

    If this is the case and they haven't yet done it, as a short term fix I would put something hard against the wall so they can't use your space, possibly with something sticking into your brick so they can't even use that.

    If the Op goes straight to the Council without giving the neighbour a chance to fix the work, it could be the start of a neighbour dispute which isn't going to look good if he has to declare that when selling his house. If they don't fix the work then go to the Council.

    I would monitor the next few days and see if they fix it. Re the debris in the cavity, not much can be done about this and it probably isn't a huge amount. I suspect they will fix the hole with a new block pretty soon. If no change after a few days and it looks like they've forgotten it then I would talk to the neighbour
