is there a time limit on a PCN?

hello all,
i find myself in need of advice regarding a ticket issued in march.
we live in a controlled parking area and the local council issued some temporary codes for residents while migrating from paper based permits to a database.
the car was parked outside our house with the correct resident code displayed, though it was partially covered by my wifes work parking permit.
when we found the ticket stuck to the windscreen, i immediately went online and completed the appeal process stating the facts as i have above.
this was on the 2nd of march this year, the ticket was issued on the 1st.
we heard nothing from the local council until today when i received a letter telling me the PCN has now been placed on hold until 06/08/15, and that i need to send an image of the code displayed in the vehicle as supporting evidence.
i don't have an image and is it reasonable to expect me to have such an image after nearly 6 months?
and dont they have a time limit within which they need to respond?

Pepipoo is the best place for council tickets.
I think they'll be able to help you get this killed off - sounds like they may have made numerous procedural errors, which are usually fatal for such PCNs.0 -
