WDDM graphics driver for Intel HD 4600 (onboard)

I'm looking at building a PC with an Intel i7-4790K CPU, which has HD 4600 graphics onboard.
I need it to have DirectX10 and WDDM 1.1 support.
I understand that the graphics adaptor supports DirectX11 (and so will be backwards compatible with DX10), but can't find anything about WDDM support.
Am I right in thinking that the WDDM version corresponds to the version of Windows? There are Windows 8.1 drivers available on Intel's website, and a beta version of Windows 10 drivers. So... is it safe to assume that the onboard graphics support WDDM 2.0 (beta for Win10) and WDDM 1.3 (for Win8.1), and that the WDDM version is backwards compatible...?

Yes, there's an in depth presentation here from Intel DX12 and WDDM 2.0 support:

If you are sticking with onboard why not look at the i5-5675C or i7 5775C with iris pro instead, far superior graphics ?
