Dublin M50 EPC plc Debt Collection

Hi,
I have just received a 'LETTER BEFORE DEBT COLLECTION' from EPC plc.
This relates to an unpaid toll on the M50 in Dublin in March this year. The toll request is £9.22 with an additional unpaid toll notice of £62.65 making a total of £71.87
I have found a few old threads on here where the advice is to simply ignore this letter. Is that still the recommended course of action?
Does this company have any legal right to enforce this payment?

I live in the UK. The vehicle is also registered in the UK.0

EPC plc are merely debt collectors. They will eventually send a "letter before debt collection" notice, followed by another letter from Rossendales. When Rossendales get nowhere, they send it back to EPC. And so it continues...
The only action that can be taken is by E-Flow in Ireland.<--- Nothing to see here - move along --->0
