Visa Debit Chargeback

Hi Guys,
I would need some very experienced assistance as, I bought an animal from france and I am not receiving it.
But apparently there is a law in france where they cannot give refunds??????????? and must wait to resell the animal before refunding me? ( i feel like i'm being led down the garden path)
So I Will be attempting a visa debit chargeback, Is there anybody who has experience in doing so or any european finance advice?
I am really stuck.
