Kbis charges for uncleared direct debit

Every time a £37 monthly direct debit for insurance does not clear there is a charge of £20 which is taken 7 days later. Unfortunately this keeps happening g due to low funds. Is this actually legal? (If the subsequent £57 does not clear they would cancel the instalment agreement. Thanks
