when connecting to a site i get the message

and i cannot get on the site, any help most appreciated,

When you program a website you can get it to do/ say pretty much whatever you want. What may make sense to the programmer or the site admin doesnt necessarily mean anything to Joe Public
It would appear they are blocking your access due to your IP, what is really meant by the rest of the message is fairly irrelevant but at a guess Id say a user "spriggett" was logged in with the same IP as your computer currently has hence the block to try and stop spammers.
Forcing a change of IP isnt always straight forward but hopefully disconnecting from the internet for a few minutes should do the trick - by disconnecting that means turning off the router/modem not just disabling your wifi0 -
That appears to be a Virgin Media IP. Assuming you are on cable and not one of their ADSL customers still with them changing IP will be a bit problematic. With cable an IP gets reserved for your MAC which with a Superhub won't be changing unless you run it in modem mode and use your own router. You tend to keep the same IP until they make a network change. If that is your IP (google what is my IP to check that) the chances are it was yesterday too and any objection the site has was with your earlier session.0

All other sites work but this specific one doesn't, they have informed me that it is not them blocking me out.

It almost certainly is them unless you are running (intentionally or otherwise) some form of proxy or other such thing that intercepts all your web traffic. Many people dont know how their site works fully because they didnt do line by line programming of it.

Always a possibility that their hosting company have blocked the IP address. Mine regularly blocks IP addresses for sending spam etc.
Not normally a problem, but if your site has a shared hosting package then you could get desperately unlucky and have users from within that IP range blocked.
As others have mentioned, it is not an industry wide term that is showing, which would lead me to the same conclusion as above which is that this is a very specific server side setting. So if it's not the site blocking the address, then it has to be the hosting firm.
A check on Whois will tell you what servers are being used to host it.0
