I would put it back into WHSmith court, and ask if they are happy renting space to franchises that sell duff goods?

Unless I am mistaken WHSmiths arent renting out any space, they are leasing their brand name to another company who runs a shop branded as WHSmiths but owned by someone else

That encourages a response along the lines of:

We are sorry to hear that you have had issues with one of our franchise stores. Our customer support only assists with queries relating to items purchased in the non-franchised stores, and we would recommend contacting the individual franchise store directly to discuss this phone charger directly with them. As advised by the previous agent, we are unfortunately unable to escalate this due to it being a franchise but we are more than happy to pass over your contact information so that they can discuss this further with you. Please let us know if you require this.

OP should go more along the lines of the website wording in the T's and C's

Straight from the Customer Service horse's mouth...
"Please also be advised that our refund policy is in regards to our High Street and Travel stores. WHSmith store located at services stations are franchised based and therefore they are not owned by WHSmith."

It should be a matter of them protecting the brand though. They allow these stores to 'appear to be' WHSmith stores so they should back that up with the same level of customer service.

    I say 'should' though.
WHS today isn't the quality company it was 20 years ago.
