Your going to have to take him to court. Letter Before Action though.

If you do win at court. Which is likely. He might not turn up at which point you win by default but then he may not pay either then you have to go to the high court to get a writ for them to collect money or seize goods to sell and they put their fee on top it could turn into a very expensive £100 for this bloke
Unfortunately £100, even plus any expenses, is below the threshold for referral to the High Court, which is £600.0 -

It has been taxed. Post 13 states this. Getting the new registered keepers details would be an utter waste of time as it is nothing to do with them and the OP has the bad guys address already.0
