    It might well have been disclosed if the buyer had raised the question through the solicitor

    How extensive is the renovation? Would they be able to furnish it and work around the furniture? (And spend the occasional night there - the requirement would be 25 nights in a 12 month period.)

    If so, it could be classed as a second home.

    Then, instead of paying a council tax surcharge, they could get a discount of 10%.
