Newlyn Parking Fine!! Help?!

Hi,
I recently came off holiday today to come home to a letter from newlyn explaining I owed them £157 due to an unpaid parking ticket from Liverpool city centre from 06/10/2014 it is due today at 15:00 hours, I went straight on to their website to make a payment but was unable for some reason so I rang them as I was worried about the extortionate additional fees and expenses of enforcement and I was willing to pay an amount monthly to rid the debt the £20 payemnt I was willing to make now was declined saying we need half the amount now and half again next week I informed the lady on the phone I was unable to make these payments as I could not afford them and the alternative was £27 for 6 weeks consecutively again I said I could not afford this, her response was " Well this is the structure of payment we do I'll keep this live, BYE! And she hung up with no advice or help with the matter thus me writing this post !! I did receive a letter from LCC informing me of this fine months and months ago but just completely forgot to raise my complaint as Ive a had a lot going on this past year... I remember the night I had tried to pay at a pay and display but it was not accepting money I informed the assistant behind the desk of the travel lodge i was staying and she gave me her details I have all information and times and will be clearly seen on CCTV trying to pay for a ticket! I was willing to pay this fine but after reading some more the other threads and sticky threads posted and the zero help I received from newlyn and their "customer friendly assisant" I was wondering where I actually stood with this as I am a complete noob at this sort of thing! Any help would be appreciated

I'm assuming this was a Council parking ticket, but it's not 100% clear from your post above.

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need photos/scans of all correspondence you've received from the council (both sides, if appropriate).
PePiPoo has an excellent success record in dealing with council tickets.
