Hi, my apologies if this particular subject has already been addressed, but I haven't been here for a year

If anyone can offer any advice, I would be truly grateful. In a nutshell; I've had a debt I've shifted around on various credit cards for a while, and despite best intentions, cannot clear. I've never had a problem when applying for a new card, until I moved to my current address, and realised it's riddled with bad debt from past residents. I'm accustomed, therefore, to applying to a credit card online and, despite being promised an 'instant response', being told they would write to me, and then write to me with a big fat NO. When my interest free period with egg expired, I began the usual search. I transferred to Virgin, and, to my surprise, Tesco - who had said they would 'write' and I assumed meant no - sent me a letter 2 weeks later with a yes and transfer gone through. I assumed I had a cooling-off period and immediately cancelled the card. However, because I applied for a balance transfer with my application, it's too late. Thus, the debt with egg is paid off, and I have as much again as credit. I don't want the credit, and I've paid 2 lots of transfer fees.
My question is this - is a cooling-off period not valid when a balance transfer is requested in the application? The whole situation is making me ill and any advice would be VERY much appreciated!
