PNC from APCOA PARKED IN RESERVED BAY

Hi, could you please help me. We recived a charge of £60 for parking in a reserved bay in Halifax multi story car park. We looked carefully but didn't see any signs at the time We parked as it was safest spot we had my 19month daughter with us. The car is register to myself but my partner was driving. The ticket say it would be discounted £30 if payed with in 14day. I was going to pay But We totally forgot as my daughter was then very ill. When I did remember On a Sunday the 14th day the lines were closed. It's a lot of money do I have to pay this? Ticket says after 28 days if not paid or cancelled they will apply to Dvla for our detail to pursue payment. Greatfull for some advice..
