    It is simple, they are lazy, and they slap on an over-inflated admin charge on top so it's just another hidden fee they get away with.
    Quite simply Hertz (and other rental companies) are repeatedly and blatently acting unlawfully by making these deductions outside their own Ts&Cs. As a very large car hire company, they should know what they are doing, so one can only conclude that their actions in such cases are a deliberate and cynical ploy of making money by dodgy means.

    This was the situation in 2011 http://www.newquayvoice.co.uk/news/5/article/3428/

    The regime changed in April when Parking Eye were kicked out and SMART reduced the grace period. It's caught lots of folk out, including a lifeguard who was dropping off some eqipment.

    Apparently it has now been restored to 20 minutes.
