parking charge notice dilemma

A neighbour came round last night with a letter for me which was posted through her door by mistake. It is a Parking Charge Notice (issue date 10 July) The neighbours house is her second home so she only visits some weekends, hence the delay.
It says I was 30 mins overdue in a free car park at a shopping centre where only 2 hrs are allowed. My husband was actually driving not me but I'm the reg. keeper.
It's for £70 but £40 if I pay within 14 days of the date of the notice. There are two dates .... Date of issue 5 July and date of letter 10 July.
I am wondering what if my neighbour hadn't come up here for several weeks I wouldn't know a thing about this as the letter would still be in her house.
Could I just keep quiet and pretend I didn't get the letter? I am trawling through stuff on here and wondering what to do for the best. I have returned to car park and there is adequate signage. My only excuse is that it was pouring with rain when we arrived and we sat in the car for about 20 mins before going in the shops as we had no coats or brollies so I must have just lost track of the time. I have receipts from the shop we used.
There was no notice put on my car, just this letter and it's from Euro Car Parks and includes pics of my reg plate. Thanks in advance.

They would start sending letters from debt collectors.0

If you never received the letters they could have taken you to court and got a default judgement and CCJ against you.
However you need to deal with the here and now of what did happen, not what didn't happen. Follow the NEWBIE advice and get the template appeal sent of around day 21. Don't edit the template, send it exactly as it is. Do not miss the appeal deadline. Do not 'phone the PPC, do not ignore this under any circumstances. Don't pretend you didn't receive it.
