Government reneges on promise to cap care home costs

Anyone remember the Dilnot Commission in 2011 and the watered down promise to cap care home costs to a maximum of £72000? The introduction has been delayed until 2020 in order to "save" the collapsing care system.
I think we can assume this will not be implemented until the baby boomers are mostly dead and buried and out of the way.
